Rules Rules Rules: Why Are Some Bills Tied Up in the Rules Committee?

With less than nine days left in the legislative session, time is running out for lawmakers to get their bills heard in committee for a chance to be voted on. But some legislators say time isn’t the only thing working against them, claiming the Rules Committee is holding certain bills with no intention of letting them be heard at all this session.
